Young Torts Too Long Under Heat Lamps?

Hello

 

I have a question:

 

Why do young Hermann torts stay such a long time napping under Megaray heat lamps with ground temps at 30-32 Celsius degree, and in the wild they would hide from the sun?

 

(Away from the lamps, the ground temp is 19-20 degrees).
