Are tortoises supposed to be sold like this

I spoke to Nathan when i was thinking of getting two baby hermanns. We had about an hour long conversation and he seemed really knowledgeable. He even told me he had just passed his driving test. He then told me he had a breeder in Slovenia who had over 200 breeding females. It was at that point things didnt sound right so i found a lovely breeder in Northampton and now have two lovely babies with UK paperwork. He advertises in the freeads and adtrader websites.
