What a crying shame !!! The poor creature !! Im assuming this was a rescue case Arnie, and now has a better home.
This shows the damage that will be caused with incorrect care and how vital it is to raise a tort on the right foods.....its heartbreaking to see pictures of this, but essential for new owners to see the long term effects.

Yes he has a great home now and is a much loved tortoise,
The right diet and not too much overfeeding, make a very healthy tortoise

is it caused by a diet of lettuce etc .. or is it to much food being given

A tortoise shouldn't be on a diet of lettuce, but no, it's more from high protien, such as peas, swede and fruit, that kind of thing, not hibernating overfeeding, a culmination of things can cause it, but over feeding is a really bad offender
